Get Your Guide Anthropic limits premium Claude access while eyeing Meta compute deal Anthropic is currently fighting a massive multi-front war against its own success, trying to balance skyrocketing demand with a severe lack of compute capacity. To wring every drop of efficiency out of local machines, the lab quietly pulled off an engineering trick. Starting with Claude Code v2.1.181, Anthropic migrated the developer tool to a Rust-based port of the Bun JavaScript runtime. By embedding an unreleased Bun v1.4.0 preview inside the executable, they managed to shave 10 percent off Linux startup times. However, local software optimization cannot solve the massive cloud bottleneck at the frontier. Surging demand for the new Claude Fable 5 model has outpaced the company's infrastructure capacity, forcing Anthropic to strictly ration its premium services. Starting July 20, Max and Team Premium subscribers are being capped at 50 percent of their usage limits. Meanwhile, Pro and Team Standard tiers are losing standard access entirely, getting pushed toward pay-as-you-go API pricing after burning through a one-time 100 dollar credit. To solve this hardware bottleneck, Anthropic is negotiating a massive 10 billion dollar infrastructure lease with rival Meta over two years. The proposed deal, which includes flexible early termination terms similar to Anthropic’s 1.25 billion dollar monthly lease with SpaceX for the Colossus supercomputers, would grant access to Meta’s data centers. While Meta builds its own custom MTIA hardware, Anthropic is specifically eyeing Meta’s Nvidia GPU clusters to avoid rewriting its codebase. OpenAI strategist walks back viral comments on open-source AI safety Newly appointed OpenAI head of strategic futures and former White House AI policy advisor Dean W. Ball caused a massive stir in the technology sector by walking back a viral analysis of China’s highly capable Kimi K3 model. In his initial critique, Ball noted that Kimi’s agentic coding performance matches top early 2026 public models, dismissing claims that its success stems merely from distillation. However, he warned that China’s aggressive open-weight strategy, an unintended byproduct of US export controls, is pushing the industry toward a dystopian state-run digital infrastructure he labeled "full AI communism." He further predicted the Trump administration would use soft-law regulatory risk and targeted fear, uncertainty, and doubt to deter enterprises from using Chinese software.

Facing intense public scrutiny and accusations of heavy-handed tech safetyism, Ball issued a detailed clarification to recalibrate his public register under his new corporate title. He admitted his original style was too analytically brutal for his new position, conceding that open-weight AI is profoundly accelerationist despite limiting capital expenditure on the margin. He defended his lifelong affinity for open source but stood firm on his core national security thesis: frontier open-source AI is rapidly approaching an inflection point where its systemic risks become too dangerous to distribute. Alibaba claims new open-weight Qwen 3.8 trails only Claude Fable 5 Alibaba has escalated the global multi-trillion-parameter hardware race by previewing Qwen 3.8-Max, a massive 2.4-trillion-parameter multimodal Mixture-of-Experts AI model. Debuted at the World Artificial Intelligence Conference in Shanghai, the platform is Alibaba's first model exceeding one trillion parameters capable of parsing text, images, video, and documents simultaneously. The company is confidently claiming its internal numbers place the flagship second only to Anthropic's Claude Fable 5, specifically promising huge upgrades for full-stack software development, data analysis, and office workflows.

However, this claim lands without independent verification. Alibaba launched the preview across its Token Plan, Qoder, and QoderWork platforms without publishing benchmark data, a model card, or critical details regarding its active parameter count.
To court developers, the model is fully compatible with OpenAI and Anthropic API protocols, offering a 10 percent promotional discount during the preview window. Industry insiders note that this sudden rollout is a direct strike against Moonshot AI's rival 2.8-trillion-parameter Kimi K3, whose delayed open-weight strategy has been driving paid API adoption ahead of a planned IPO. By promising to open-source Qwen 3.8 weights soon, Alibaba is attempting to disrupt Moonshot's market monetization while mounting a formidable challenge against dominant closed-source US systems.
